1. You can use the default feature found on Blogger dashboard.
2. Add meta tag details by editing template, using Edit HTML and by putting like below code;
<meta content='DESCRIPTION HERE' name='description'/>
<meta content='KEYWORDS HERE' name='keywords'/>
<meta content='AUTHOR NAME HERE' name='author'/>
just after these tags <b:include data='blog' name='all-head-content'/>
